Emile Waxweiler (1867-1916), ingénieur et fondateur de l’institut de sociologie de l'ULB. Il lance une influence intellectuelle qui sera répertoriée auprès du roi par son secrétaire, inscrit aux cours de sociologie. Waxweiler et Albert 1er effectuent ensemble un voyage en Angleterre pour observer et étudier l’organisation des logements sociaux dont ils s’inspireront en Belgique pour améliorer les conditions de logement de la classe ouvrière.
