Paul de Smet de Naeyer (1843-1913) était un industriel gantois dans le coton, puis il fut directeur de la Société générale de Belgique. Il s'engagea ensuite en politique et devint ministre et chef de gouvernement. Il marquera ses mandats par ses efforts dans l'industrialisation de la Belgique ainsi que le développement de voiries automobiles à Bruxelles. Joue un rôle important dans l'annexion du Congo par la Belgique en 1908. (remark in French, as published)
