Louis Mettewie (1855-1942) est un homme politique libéral belge. Il a été bourgmestre de Molenbeek entre 1914 et 1938, commune où se trouve majoritairement le boulevard. Il a dirigé la firme de vélos Berlaimont qui a mis au point une bicyclette pliante adoptée par l'armée belge. En 1902, il a organisé le premier Salon de l'automobile à Bruxelles. Il est connu pour avoir impulsé le développement automobile, pour être franc-maçon et actif au sein de l'Université libre de Bruxelles.Le boulevard est inauguré le 2 octobre 1938 par Louis Mettewie lui-même.
