Premier centre d'Ixelles, cette place fut construite lors de l'assèchement de la pointe nord du grand étang au XVIIIe siècle, dont une partie la longe encore. Eugène Flagey (1877-1956) était un politicien libéral, alors bourgmestre de la commune lorsqu'il attribua son nom à la place, en 1937. (remark in French, as published)
