Louis Napoléon Chaltin (1857-1933) est né à Ixelles, mort à Uccle mais fut colonel pour l'Etat Indépendant du Congo entre 1893 et 1902. Il continua par la suite à s'engager dans les activités coloniales au travers de sociétés privées. Dénomination approuvée en deux temps: 1932 et 1957 (remark in French, as published)
