La rue rend hommage à Louis de Potter, journaliste et homme politique catholique libéral belge, né fin du XVIIIe siècle à Bruges. Il est célébré comme étant à l'origine de la Révolution et de l'Union Nationale et ce, même depuis ses lieux d'enfermements par les autorités hollandaises. Son rôle dans la Révolution lui offrit un poste dans le Gouvernement provisoire ; il s'en retira vite, estimant que la mise en place d'une monarchie volait au peuple sa Révolution.
