Emile Banning (1836-) était un philosophe liégeois qui devint diplomate. Il représenta la Belgique lors de la Conférence de Berlin en 1885 et défendit le projet de Léopold II sur la création d'un Etat indépendant du Congo. La rue fut créée et ainsi nommée dès 1899. (remark in French, as published)
