La rue rend hommage à Paul Hymans, homme politique et écrivain belge né à Ixelles en 186, décédé à Nice en 1941. Ministre à plusieurs reprises après 1900, il devint Ministre d'Etat en 1914 et représenta même la Belgique à la Société des Nations en 1920. (remark in French, as published)
