La rue rend hommage à Charles Rogier, né en France en 1800. Il s'appliqua très tôt à attaquer le gouvernement des Pays-Bas en tant que journaliste. Il participa également à la Révolution sur le terrain en chassant les notables de l'Hôtel de ville. Il fit ensuite partie du Gouvernement provisoire en tant que Gouverneur d'Anvers puis, en étant à la tête de plusieurs ministères. ex. rue de la Limite et rue de la Séparation.
