La rue doit son nom à Louis Seutin, chirurgien né à Nivelles à la fin du XVIIIe siècle. Il est désigné comme Médecin en chef de l'Armée belge en 1831 et occupa le poste de Sénateur de 1853 à 1862. (remark in French, as published)
