Le boulevard porte le nom d'un militaire belge, Théophile Wahis né en 1844. D'abord affecté à la garde de l'Impératrice du Mexique Charlotte, il participa à la campagne du Mexique. Il sera désigné Secrétaire général du Département de l'Intérieur au Congo en 1890 avant d'être promu gouverneur général en 1892. Il ne cessera de monter les échelons de la hiérarchie.
