La rue rend hommage à Gustave Wappers, peintre, dessinateur et illustrateur belge né à Anvers au début du XIXe siècle. Inspiré par l'oeuvre de Rubens, Wappers est considéré comme ayant innové la peinture historique et comme figure de proue du romantisme. Après des études à l'Académie d'Anvers, il entreprit de nombreux voyages aux Pays-Bas et à Paris. Lorsqu'il s'installa à Bruxelles, il était principalement portraitiste mais c'est son oeuvre L'Episode des journées de septembre, dans laquelle il célébrait l'indépendance belge, qui lui offrit une renommée internationale.
